About this Position / Responsibilities

NFF is looking for a Sr. Program Manager with strong management and strategic planning abilities, organizational and communications skills, and solid understanding of data, operations, and process implementation to support a Washington DC based Human Services client.  The Program Manager will lead the Electronic Benefit Transfer Program (EBT) program team; oversee all program functions; activate and manage program staff; coordinate EBT stakeholders; pro-actively identify and resolve program issues, escalate risks, report operational status; manage overall program implementation; and drive preparation, development, implementation of long-term program success and sustainability.

 

Summer EBT Program Functions:

  • Contribute to the establishment of the Summer EBT Call Center.
  • Apply relevant policies, regulations, and requirements.
  • Develop program materials, plans, procedures, and communications.
  • Oversee the day-to-day operations in collaboration with the Call Center Managers.
  • Orchestrate benefits eligibility data preparation, maintenance, and overall integrity.
  • Ensure accurate eligibility data conversion, transmission of payment and notice files.
  • Executing, presenting, transmitting required Federal and agency-level program reporting.
  • Report and present operational-level data, identifying trends and potential gaps.
  • Manage fraud coordination, fair hearing, and escalated issue resolution efforts.
  • Communicate any issues to DHS leadership and/or Summer EBT stakeholders.
  • Coordinate and contribute to emergent Summer EBT operational efforts.
  • Recommending operational improvements and adjustments, coordinate solutions.

Long-Term Program Sustainability Functions:

  • Participate in interagency workgroups on design and development of permanent Summer EBT program infrastructure.
  • Update interagency MOU and other legal agreements as necessary.
  • Support interagency leadership, program governance, and decision-making.
  • Coordinate with interagency workgroup to develop Federal and local budget for FY2025; supporting process through Federal approval.
  • Support procurement development, preparation, and onboarding process as necessary.
  • Apply lessons learned to develop system specifications, data requirements, and operational support.
  • Coordinate internal communications and training delivery to identified agency staff.

This activity entails leading others and holding various parties accountable to team goals; understanding program objectives and guiding program decisions; translating stakeholder interests and feedback into program implementation; strategic thinking and prioritization; querying program and operational data; identifying trends and policy-related implementation issues; as well as developing program recommendations. This position requires persistence and self-direction in achieving goals; collaborative instincts; interpersonal prowess; as well as strong judgement in the handling of sensitive data and navigating agendas.

 

The Program Manager is expected to contribute to program implementation efforts directly and run a team which works collaboratively to share knowledge and best practices that optimize overall program success.

 

The Program Manager shall be responsible for:

  • Robust planning across multiple program areas
  • Monitoring progress and driving program delivery
  • Effective communication, internally and externally regarding assigned deliverables, projects and goals
  • Ensure effective management of project resources

Qualifications

Qualifications:

  • Minimum of 10 years of experience in project or program management.
  • Strong knowledge of relevant government regulations, policies, and procedures related to human services programs including Electronic Benefits Transfer (EBT) including SNAP and TANF benefits.
  • Excellent communication skills, including the ability to communicate effectively with diverse stakeholders in human services programs.
  • Ability to develop and implement program plans, budgets, and resource allocation for public programs.
  • Strong interpersonal skills, including the ability to build and maintain effective relationships with stakeholders and partners.
