About this Position / Responsibilities

NFF is looking for a Policy Analyst with strong analytical abilities, research skills, and a deep understanding of both policy development and process implementation. to support a Washington DC based Human Services client.  The Policy Analyst will support the Electronic Benefit Transfer (EBT) program by analyzing applicable policies, regulations, and documentation (including MOU and Plan of Operations and Maintenance) memorializing program roles and activities for Summer EBT program; documenting policies into program materials, plans, procedures, and communications; as well as managing fraud coordination, fair hearing, and escalated issue resolution efforts.

 

This activity entails operating equipment and software; learning program requirements; translating policies to support program functions; analyzing data and case details; identifying trends and operational improvements; tracking and supporting policy-related implementation issues; as well as developing program recommendations and laying the groundwork for long-term systems and operational development. This position requires collaboration, initiative, and problem-solving abilities, as well as a high degree of discretion and strong judgement in the handling of sensitive data. Staff should be highly organized, analytical, and communicative to ensure program compliance and sustainability.

 

The Policy Analyst is expected to operate as part of a team and work collaboratively with other members of the team to share knowledge and best practices to optimize program implementation. Staff may occasionally be asked to provide support for other aspects of program management as necessary.

 

Hybrid work environment.

 

The Policy Analyst shall be responsible for analyzing and developing policies and regulations, including:

  • Collaborating with subject matter experts, stakeholders, and partners to gather input and ensure that policies and regulations are aligned with organizational goals and objectives.
  • Developing program materials, plans, procedures, and internal documentation; based on Summer EBT policies and regulations, to support the organization's strategic objectives.
  • Update procedural documentation guidance for call center and front-line staff, compile internal and customer facing frequently asked questions to mitigate reoccurring issues.

The Policy Analyst shall be responsible for ensuring policy compliance and alignment with legal requirements, including:

  • Collecting, organizing, and supporting any Fair Hearings requests related to Summer EBT.
  • Identifying, analyzing, and supporting fraud management and coordination for Summer EBT.
  • Provide policy support for Tier 3 escalated cases, including tracking, coordination, customer communications, and closure.
  • Coordinate with policy experts as well as legal counsel to ensure that Summer EBT program complies with policies and is legally defensible.

The Policy Analyst shall be responsible for conducting policy outreach and engagement, including:

  • Support interagency workgroup in developing outreach, communications, and training materials in alignment with program requirements.
  • Developing relationships with stakeholders and partners to gather feedback on Summer EBT program and support implementation.

The Policy Analyst shall be responsible for evaluating Summer EBT program effectiveness, including:

  • Analyzing program data and developing reports on effectiveness of Summer EBT program.
  • Providing recommendations for improvements to policies and procedures based on findings for 2025 and beyond.

Qualifications

Qualifications:

  • Minimum of 5 years of experience in policy analysis, development, and implementation.
  • Strong knowledge of relevant policies, regulations, and legal requirements related to human services programs.
  • Excellent analytical and critical thinking skills, including the ability to analyze complex data and develop evidence based policies and programs.
  • Strong written and verbal communication skills, including the ability to effectively communicate with diverse stakeholders and present findings to decision-makers.
  • Strong interpersonal skills, including the ability to build and maintain effective relationships with stakeholders and partners.
  • Ability to work independently and as part of a team.
